Academics and NGO Leaders: End Iran Sanctions

A diverse group of academics, researchers and NGO leaders have signed the following open letter addressed to the leaders of the P4+1 countries

A diverse group of academics, researchers and NGO leaders have signed the following open letter addressed to the leaders of the P4+1 countries (United Kingdom, France, Germany, China, and Russia) and US lawmakers.

Several distinguished academics including Noam Chomsky, Hamid Dabashi, Robert Crews, and John Packer have signed this letter.
The letter was drafted and coordinated by the Institute for Peace & Diplomacy.

This week, confirmed infections of the rapidly spreading COVID-19 surpassed 586,000 worldwide and global deaths rose past 26,800 as the outbreak continues to spread across the Middle East, Europe, and North America. According to the World Health Organization (WHO), worldwide deaths have tripled while global cases have more than doubled in the past week.

Iran is among the hardest-hit countries by the pandemic, with over 2,300 deaths and 32,000 cases of infections from the COVID-19. It is also the only country that is dealing with this level of cases while living under severe economic sanctions.

In 2018, the Trump administration imposed unilateral sanctions on Iran and implemented a policy of maximum pressure after withdrawing from the Joint Comprehensive Plan of Action in violation of the United Nations Security Council Resolution 2231.

While on paper the US administration has provided humanitarian exemptions in its sanctions regime, reports from Iranian civil society, international aid organizations, and human rights groups including Human Rights Watch, show a different reality on the ground as US sanctions, including banking restrictions, have severely impacted Iranians’ access to medical equipment and essential medicine.

In recent weeks, the United Kingdom, Russia, China, and Pakistan have asked the U.S to ease sanctions on Iran during this unprecedented global pandemic. Meanwhile, the Trump administration has ignored these requests and instead have imposed even more sanctions on the country.

We believe that it is not only unjust to leave Iranian people alone in this global crisis, but is indeed a violation of Iranians’ inalienable rights to health and access to medical care. Furthermore, we believe that this pandemic is a shared global threat and it could only be defeated when all countries and people come together and support one another.

Therefore, we, the undersigned, call on all members of the United Nations Security Council to act in compliance with international law and UNSC resolution 2231 and to support Iranian people in their fight against this global pandemic.

We also urge the US lawmakers to pressure the Trump administration to immediately lift all sanctions that are impeding Iran’s response to the outbreak, including financial sanctions.

دانشگاهیان و فعالان مدنی: به تحریم ها علیه ایران خاتمه دهید
"تحریم ها نقض حق بدیهی ایرانیان برای دسترسی به نیازهای پزشکی است"

روز شنبه موسسه صلح و دیپلماسی نامه سرگشاده ای با امضای بیش از ۱۰۰ نفر از چهره های برجسته دانشگاهی و فعالان مدنی منتشر کرد که در آن از رهبران کشورهای ۴+۱ و نمایندگان کنگره آمریکا درخواست شده که برای لغو تحریم ها علیه ایران به دولت ترامپ فشار بیاورند. چهره های برجسته از جمله نوآم چامسکی، روشنفکر و فیلسوف آمریکایی و استاد دانشگاه ام ای تی، از جمله امضا کنندگان این نامه هستند. 


این نامه ابتدا با امضای بیش از ۷۰ نفر منتشر شد و از دانشگاهیان، پژوهشگران و فعالان مدنی دعوت شده که در صورت تمایل و موافقت با متن و خواست این نامه آن را امضا کنند. تا ساعت ۳ بعدازظهر روز شنبه (به وقت تورنتو) تعداد امضاها به بیش از ۴۰۰ نفر رسیده است که اسامی ۱۰۰ نفر تا این لحظه در وبسایت موسسه صلح و دیپلماسی منتشر شده است. 


دانشگاهیان و فعالان مدنی میتوانند از طریق این لینک تا پایان ۳۱ مارس ۲۰۲۰ این نامه را امضا کنند. 


متن کامل نامه به شرح زیر است:  

در این هفته، تعداد مبتلایان تایید شده به کرونا در سراسر جهان از مرز ۵۸۶،۰۰۰ نفر گذشت و با گسترش این بیماری در خاورمیانه، اروپا و شمال آمریکا، تعداد مرگ و میر جهانی به ۲۶،۸۰۰ نفر رسید. بر طبق اعلام سازمان بهداشت جهانی، طی هفته ی گذشته، در حالی که تعداد موارد ابتلا  در سراسر جهان بیش از دو برابر شده، میزان مرگ و میر سه برابر شده است.


با تعداد ۲،۳۰۰ کشته و ۳۲،۰۰۰ مورد ابتلا، ایران در صدر کشورهایی قرار دارد که به شدت در اثر ویروس کرونا آسیب دیده است. ایران همچنین تنها کشوری است که، با چنین سطحی از میزان آلودگی، تحت تحریم های شدید اقتصادی مقابله می کند.*


دولت ترامپ در سال ۲۰۱۸ پس از نقض قطعنامه ی ۲۲۳۱ شورای امنیت سازمان ملل متحد و خروج از برجام، تحریم های یک جانبه ای علیه ایران اعمال کرد و سیاست فشار حداکثری را در پیش گرفت.


در حالی که دولت آمریکا روی کاغذ اقدامات بشردوستانه را معاف از تحریم ها اعلام کرده است، اما بر اساس گزارش های  سازمان های مدنی در ایران، سازمان های امداد بین المللی و گروه های حقوق بشر از جمله دیده بان حقوق بشر، واقعیت های عملی متفاوتی را نشان داده اند و تحریم های ایالات متحده از جمله محدودیت های بانکی، تاثیر منفی زیادی بر دسترسی ایرانیان به تجهیزات پزشکی و داروهای ضروری داشته است.


در هفته های اخیر، انگلیس، روسیه، چین و پاکستان از ایالات متحده درخواست کرده اند که تحریم های ایران را در طول شیوع بی سابقه این ویروس همه گیر کاهش دهد. اما دولت ترامپ نه تنها این درخواست ها را نادیده گرفته، بلکه تحریم های بیشتری را نیز علیه این کشور اعمال کرده است.


ما بر این باور هستیم که تنها گذاشتن مردم ایران در شرایط بحران جهانی نه تنها ناعادلانه است، بلکه در واقع نقض حقوق غیرقابل انکار ایرانیان برای دسترسی به بهداشت و درمان و مراقبت های پزشکی است. علاوه بر این، ما بر این باور هستیم که این ویروس همه گیر یک تهدید مشترک جهانی است و تنها راه شکست دادن آن اتحاد کشورها و حمایت مردم از یکدیگر است.

بنابراین، ما امضا کننده گان این نامه از تمامی اعضای شورای امنیت سازمان ملل می خواهیم که مطابق با قوانین بین المللی و قطعنامه ی ۲۲۳۱ شورای امنیت سازمان ملل متحد عمل کنند و از مردم ایران برای مبارزه با ویروس کرونا حمایت کنند.

ما همچنین از قانون گذاران ایالات متحده می خواهیم که به دولت ترامپ فشار بیاورند تا فورا تحریم هایی که مانع مقابله با شیوع کرونا در ایران هستند از جمله تحریم های مالی را لغو کند.
